Affordable Housing Program Process

Step 1: Project Pre-evaluation (Optional)
Complete the Project Consultation Guide (doc) to help get your project under way in the AHP process. Once completed, mail, fax, or e-mail the form to our Community Investment Department. You will then be contacted to set up an appointment to review your project.

PLEASE NOTE: If you would like us to review your Consultation Guide in advance of the 2008B funding round, please submit it no later than Friday, September 5, 2008. If you have any questions please call the Community Investment Department at 1-800-288-3400.

Step 2: Partner with a FHLBank Pittsburgh Member Bank
Use this list to locate a local institution to sponsor your AHP application/project. Contact the member institution.

Step 3: Register the Project
Registration for the 2008B Round opens August 1, 2008 and closes on September 11, 2008. You will need to click here to access the online registration form:

If this will be your first time registering a project for AHP consideration, you will need to fill out the following form and send it to the contact listed within.

This would be a good time to review the AHP Online minimum requirements.

Step 4: Access AHP Online
After registering the project you will receive a Login ID, Password and Security Information via e-mail for the contacts for each participating member bank, project sponsor and consultant listed on the submitted registration form.

Beginning Monday, August 18, 2008, visit AHP Online using your login information. You will be prompted to change your password. It should be at least eight characters in length and should consist of both letters and numbers. Once your password has been changed you will have to re-enter with your new password. Please remember this password. You will then access the application via the AHP Project Sponsor/Member Search Screen using the application number provided by the FHLBank.

Step 5: Complete the AHP Application
Prior to filling out the online application, it would be worthwhile to review the AHP Application Workbook (doc) . You can even fill this workbook out prior to the online process and simply cut and paste information from the workbook to the online form.

Beginning in the 2008B funding round, additional documentation will be required to be submitted with the AHP application in the form of templates and attachments.  Below you can access the templates as well as see a list of attachments that applicants will be required to attach to their application if applicable.  Applicants will also be able to download the templates from the online application.

Step 6: Change Application Status to "Sponsor Approved"
This step is executed upon the sponsor's completion of the AHP application.

Review the application for completeness and verify that all documents are attached. Note: Applicants should print a copy of the application for their files BEFORE changing the status to "Sponsor Approved".

Sponsor only: Proceed to Project Scoring Criteria and Project Status screen and change project status to Sponsor Approved. NOTE: If you need to complete a dual review along with the Member Bank, you need to leave your project in “Pending” mode. This will allow a sponsor to review a project alongside the Member Bank. Once an application is in “Sponsor Approved” status, it will no longer be available for reviewing and updating by the Sponsor.

Step 7: Change Application Status to "Member Approved"

This step is executed upon completion of Step 6, the member’s review of the application and the completion of the Member Involvement screen.

Member only: Proceed to Project Status screen and change project status to Member Approved.

Step 8: Check Project Status
