Coltrane Commons will acquire and rehabilitate a Section 8 assisted rental property (Hedgerow Apartments) at 16th Street and Allegheny Avenue consisting of seven contiguous buildings. The property was built in 1949 and is in need of substantial renovation. Rehabilitation work will include making units handicap-accessible, creating a community room with a computer training area, new electrical and HVAC, greater energy efficiency both in appliances and building materials and a new security system. Social services will be provided for the residents.

Evelyn Sanders Townhouses will consist of 40 units of new construction rental housing in Phase I. The townhouses will be designed to serve low-income families with special needs earning 50% or less of the area median income in the Fairhill neighborhood. The two- and three-story structures will feature two-, three- and four-bedroom units, over half of them dedicated to serving large families. Twenty percent of the units will be wheelchair-accessible. Each unit will have its own entrance, and the buildings will be designed to weave seamlessly into existing housing stock.

To be located in the 1500 block of Poplar Street in a North Philadelphia neighborhood undergoing reinvestment and gentrification, Francisville East is proposed as a last-opportunity answer for affordable housing in a neighborhood of rising land values and housing costs. With the City of Philadelphia making a substantial investment, Francisville East will meet the affordable housing and blight-reduction objectives of community leaders. To be comprised of 44 rental units - 43 of them newly constructed - 27 one-bedroom units will be geared to seniors and households requiring accessibility while five four-bedroom units will serve single families. Solar and hot water systems to be installed on the roof will generate an estimated $7,500 reduction in utility bills. Additionally, 12 single-family homes will be built on the north side of Poplar Street. Extensive social services will be provided by the Philadelphia Seniors Center.

Gaudenzia Foundation will expand the supply of rental housing for homeless adults with special needs by providing transitional housing for 45 special-needs single men. Philly House will take shape through the rehabilitation of a three-story dwelling and adding 3,600 square-feet of new construction to meet the needs of men recently discharged from jail and recovering from substance abuse. The majority of residents will live at Philly House for 12-24 months. Philly House, once known as Clearfield Place, occupies a new site which allows the number of homeless men served to be enlarged. The program reflects the City of Philadelphia’s ten-year plan to end homelessness.

This project, located at 711 Spring Garden Street, is a 66,000 square-foot building with six stories and 90 units. It will provide affordable shelter to one of Philadelphia’s most vulnerable populations, the low-income elderly. Built in 1965, Guild House East was one of the first federally funded elderly housing projects in the country and is also considered one of the most important architectural and historical icons in the city. GHE, designed by the celebrated architect Robert Venturi, was added to the Philadelphia Register of Historic Places. Extensive interior and exterior renovations will include the creation of five handicap-accessible units and two for the hearing- or visually-impaired. FHLBank’s AHP funding closes the project’s funding gap and allows it to be completed.

HART Phase 2B is the fourth phase of the redevelopment of the former Hanover Acres/Riverview Terrace public housing project built in the 1930s. HART, functionally obsolete, is being replaced with a totally affordable housing campus comprised of 269 new units of rental housing. The first two phases have been opened, and the developer is constructing 53 homeownership units for a mix of incomes as well as converting an historic train depot into a community building. Phase 2B consists of 22 one-bedroom units, 13 two-bedroom units, 11 three-bedroom units and four four-bedroom units. The City of Allentown views the entire campus as the answer to a longstanding eyesore and as a catalyst for private development. AHP funding has supported earlier phases of this project.

Hopewell Village is located in Elverson Borough in northwest Chester County on the border of Berks County. Hopewell Village will include 71 units of housing for seniors. The Coatesville Area Senior Center will open a satellite office onsite that will serve clients four days per week.

Mt. Tabor will provide affordable rental housing for low-income seniors 55 and above. This new construction, four-story building will consist of one- and two-bedroom units in the 900 block of North 7th Street in the rapidly gentrifying North Liberties section of Philadelphia. The developer’s parent, Mt. Tabor AME Church, has long maintained a presence in this neighborhood. All of the 56 units in this project will be earmarked for residents with incomes at or below 50 percent of the area median income. The first floor lounge, computer and fitness rooms will access a landscaped courtyard. The Cyber Village will offer a digitally- accessible building with computer learning a primary emphasis.

The present Women and Children’s Center at the York Union Rescue Mission is dilapidated and lacks the capacity to meet housing demand. The building, however, is structurally sound and worthy of renovation. This project will renovate 24 units of existing housing in two adjacent buildings, while building out an additional 25 units. Residents at York Union receive a full complement of case management, including nutrition, medical care, drug and alcohol counseling, employment counseling and support groups. York Union Rescue Mission was founded in 1962.

Braddock’s Field is part of a comprehensive revitalization initiative that addresses blight along the Monongahela River. Phase I in Braddock has already been completed with the construction of seven new homes along Verona Street. Phases I and II in North Braddock have also been completed with a total of nine homes built. When this project is brought online, the Parker-Moody and Hawkins-Middle neighborhoods in North Braddock will be significantly enhanced through the demolition of seven vacant buildings and the construction of 13 new energy-efficient, single-family homes, each with a garage and ample yard.

Located in the Mount Washington community, work on the site of the former South Hills High School, closed 20 years ago, will produce a mixed-use facility incorporating 115,000 square-feet of affordable apartments for seniors, 28,000 square-feet for 25 market-rate units of housing, 5,000 square-feet for a daycare center and 7,000 square-feet for a fitness and wellness facility. With the support of the Urban Redevelopment Authority of Pittsburgh and the benefit of Low-Income Housing Tax Credits, this residence will serve seniors with incomes not exceeding 60 percent of the area median income. Ten accessible units will serve residents with incomes of 20 percent or less of AMI. The Pittsburgh Board of Education made a significant investment to repair the school and pave the way for conversion to mixed-use.

The bottom three floors are operated by sponsor United Memorial and house a variety of medical services for the community, activities outside the scope of the AHP funding.
