Pilot Homeowner Rehabilitation Program

In 2007, its first year of existence, the Pilot Homeowner Rehabilitation Program provided $1 million to eight organizations that will in turn use the funds to provide housing repair and rehabilitation assistance to area homeowners. The Pilot Homeowner Rehabilitation Program (HRP) provides housing repair and rehabilitation assistance to homeowners with income at or below 80% of the area median income for their area. Facilitated by a qualified sponsor, the repair and rehabilitation of housing must involve one of the following:

  1. Provides energy efficiency
  2. Improves accessibility
  3. Complements public/private investment to revitalize a community and/or neighborhood
  4. Is consistent with a new or existing community plan or strategy
  5. Results in more than 50% of the homeowners assisted in a project having incomes at or below 50% of the area median income
  6. Targets blocks with less than 10% vacancies or blocks where development projects are in the pipeline and will reduce the vacancy rate to less than 10%.

Funding will be available on a first-come, first-served basis to member financial institutions of FHLBank Pittsburgh in partnership with qualified sponsor organizations who provide rehabilitation housing services to existing homeowners.

Qualified sponsor organizations may include non-profit developers, for-profit developers, redevelopment authorities, housing authorities, state/municipal/government agencies and other organizations that meet the selection requirements below.
