ON $5 MILLION PROJECT: LARGEST PUBLIC HOUSING REHAB
PROJECT UNDER WAY
STEELTON, PA, April 20, 2005 The Housing
Authority of the County of Dauphin (HACD) will break
ground Monday, May 2, at 11 a.m. for the largest
public housing rehabilitation project in its history.
Joining HACD at Cole Crest Apartments in the borough
of Steelton will be State Sen. Jeffrey E. Piccola (R-15)
and representatives of Mid Penn Bank and the Federal
Home Loan Bank of Pittsburgh (FHLBank) as well as county
commissioners and borough officials.
During the combined groundbreaking and site tour, HACD
will receive a check for $4.4 million from Mid Penn
Bank to help finance the two-year, $5.1 million renovation
project that will benefit the low-income families, elderly
and disabled individuals who live at the 39-year-old
complex.
The comprehensive rehabilitation project involves improvements
to numerous interior and exterior features, including
siding, roofs, sidewalks and curbing, lighting, parking
spaces and landscaping as well as new kitchens and bathrooms,
electrical wiring and the installation of energy-efficient
appliances including water heaters, furnaces, central
air conditioning and refrigerators. A renovated laundry
room to accommodate tenants with disabilities is also
being constructed. Cole Crest features 78 apartments
for low-income families, 17 for low-income elderly and
five apartments that are handicapped-accessible.
By utilizing low-cost bank financing instead of a more
traditional bond issue, coupled with a capital grant
from the U.S. Department of Housing and Urban Development
(HUD), HACD will be able to address renovation work
at other public housing sites it manages that otherwise
would have been delayed. HACD owns and operates approximately
750 public housing units at 16 sites across Dauphin
County.
