FHLBank Pittsburgh’s Executive Management and Board of Directors are highly tenured in the financial services industry.
David G. Paulson is president and chief executive officer of the Federal Home Loan Bank of Pittsburgh (FHLBank). In this capacity, he also serves on the Board of Directors for both the Council of Federal Home Loan Banks and the Office of Finance.
Mr. Paulson joined FHLBank in 2010 to help the cooperative navigate the uncertainty and new regulations resulting from the 2008 financial crisis. He was promoted to managing director of Capital Markets in 2012, named chief financial officer in 2013, and assumed the role of chief operating officer in 2020.
In his current role, Mr. Paulson leverages more than 30 years of banking, treasury and capital markets experience. Prior to FHLBank, Mr. Paulson was senior vice president at National City Corporation where he directed the treasury function, focusing on balance sheet risk management, mortgage servicing rights hedging and investment management portfolio. Before that, he was an investment portfolio manager at Integra Financial and Equibank.
Mr. Paulson has a Bachelor of Science in Finance and a Master of Business Administration, both from Duquesne University. He is a board member for the National Aviary and Junior Achievement of Western Pennsylvania.
Jonathan Bentrim joined FHLBank in 2012 as chief internal auditor and became the senior director of Enterprise Risk Management in 2021.
Previously, Mr. Bentrim worked at senior-level audit positions at Capmark Bank, Orleans Homebuilders, GMAC Commercial Mortgage and Ernst & Young.
Mr. Bentrim has a B.S. in Accounting from Franklin & Marshall College, an MBA from Villanova and executive education for risk management from the Wharton School. Mr. Bentrim also maintains the following designations, CPA, CISA, CIA and CCSA.
Mark Evanco, chief banking officer, joined the Federal Home Loan Bank of Pittsburgh (FHLBank) in 2014. He leads business development and sales strategy, capital markets, and community investment. Mr. Evanco’s teams oversee liquidity and funds management, member experience analytics, and marketing and communications, which enable FHLBank to navigate the economic and business landscape; his teams also direct FHLBank’s housing, economic and community development products.
Mr. Evanco has nearly 40 years of banking experience, previously serving as head and managing director of Taxable Fixed Income Sales for PNC Financial Services Group. Prior, he managed PNC Bank's investment, whole loans and derivatives portfolios and hedged mortgage service rights. He also chaired the Mortgage ALCO group.
Mr. Evanco holds a bachelor’s in finance from the State University of New York at Buffalo.
Bill List, chief business officer, joined the Federal Home Loan Bank of Pittsburgh (FHLBank) in 2006, and has held various management and leadership roles throughout his tenure. He currently leads the Capital Markets and Membership teams, which are responsible for driving the financial management and strategy of the balance sheet and member outreach and engagement.
Mr. List has more than 25 years of financial management and banking experience. Prior to joining FHLBank, he held portfolio analyst and trading positions at Federated Investors and Mellon Financial Corporation.
Mr. List holds a Bachelor of Science from Pennsylvania State University and a Master of Business Administration, with a concentration in Finance, from Duquesne University.
He is also active in his community and currently serves on the board of North Hills Community Outreach.
Pritha Madhavan, chief information officer (CIO), joined the Federal Home Loan Bank of Pittsburgh (FHLBank) in 2014, and is responsible for all aspects of information technology, including cyber-security. During her tenure, Ms. Madhavan has advanced through key leadership roles – director of Planning and Architecture, senior director of Business Solutions, and deputy CIO.
With more than two decades of IT leadership in financial services, Ms. Madhavan brings deep expertise in aligning technology strategy with business objectives to enhance efficiency, productivity and innovation. Prior to FHLBank, she served as Vice President at Bank of America.
Ms. Madhavan holds a Bachelor of Arts from Carleton University, multiple technology certifications, and is a Lean Six Sigma Green Belt. Beyond her professional role, she is an active community volunteer, a trained classical singer, and enjoys cooking and traveling.
John Ott, general counsel, corporate secretary, and ethics officer, joined the Federal Home Loan Bank of Pittsburgh (FHLBank) in 2005. He has executive responsibility for FHLBank's legal services, Board governance, and ethics office functions.
Mr. Ott joined FHLBank as a staff attorney more than 20 years ago and has provided business-focused legal advice throughout his career to senior executives, the Board of Directors, and subject matter experts. He also leads multiple initiatives and trainings as the ethics officer, is a member of the Pennsylvania Bankers Legal Affairs Committee, and coaches softball.
Mr. Ott holds Juris Doctorate from the University of Pittsburgh, School of Law, and a BSBA with a concentration in Finance and Investment Management from Duquesne University.
Ted Weller is chief financial officer (CFO) for the Federal Home Loan Bank of Pittsburgh (FHLBank), leading the Finance and Centralized Operational Resources teams. As CFO, Mr. Weller oversees FHLBank’s internal, regulatory and Board financial reporting along with related accounting and analysis functions, strategic planning and presentations to ratings agencies and other constituents. He also leads operational support for FHLBank products and services, as well as compliance operations, the member call center, and vendor management.
Mr. Weller, who joined FHLBank in 2011 and was promoted to CFO in 2023, has more than 30 years of senior-level finance and accounting leadership experience, including prior roles at PNC and PwC.
Mr. Weller holds a Master of Business Administration from the University of Pittsburgh and a Bachelor of Arts from Grove City College. He is both a certified public accountant and certified management accountant. Ted has served in a range of community volunteer capacities, including several regional boards, during his career.
