The Housing Association and Development Corporation (HADC) will create seven affordable homeownership opportunities for first-time buyers through the acquisition, rehabilitation and resale of blighted and vacant properties donated by the Redevelopment Authority of the City of Allentown. All of the properties are in the Old Fairgrounds Historic District inside the 24-block Jordan Heights neighborhood in central Allentown. Eligible homebuyers will range from 50 to 80 percent of Area Median Income. All rehabilitation work will be performed by HADC’s crew of apprentice laborers recruited from the neighborhood, who will earn full-time wages and benefits.

Homeless families with special needs are the intended beneficiaries of this project, to be located at 6433 North Broad Street. Specifically, Shelton Court will assist homeless families where the female head of household suffers from chronic substance abuse. Female veterans and victims of domestic violence are part of the group to be served. Increasingly, homeless women with children are living in shelters for extended periods. This rehabilitation project will expand the supply of such permanent supportive housing.
The building to be renovated is a visible, vacant, foreclosed property whose continued deterioration could have implications for the surrounding community. The project is set to proceed as soon as its last gap funding is approved.

This rehabilitation program will allow low- to moderate-income single-family homeowners in this Blueprint Community to engage in interior and exterior property improvements. Many of this initiative’s intended beneficiaries are seniors on fixed incomes who cannot maintain their properties at a safe or code-compliant level.
Rehabilitation work may include woodwork or siding repair, painting, gutter and spouting improvements, roofing, windows, doors, curbing and sidewalks, including the addition of handicapped-accessible features. Energy efficiency improvements will also decrease seniors’ cost of living and provide them with more disposable income to meet their daily needs.

East Liberty Place South will complete the redevelopment of the former East Mall at the western gateway to Pittsburgh’s East Liberty neighborhood. This second-phase project consists of a new, four-story mixed-income/mixed-use facility featuring 60 apartments above ground-floor retail space. Eligible renters will have incomes ranging from 20 – 115 percent of AMI, with three units unrestricted. Forty-nine parking spaces will also be provided. A new Target store, three blocks east of the new project, has just opened. The site is also readily accessible to major bus lines.

This rehabilitation of a vacant apartment building will provide six transitional housing units for homeless individuals, including two with disabilities. The building is located in a Main Street project area within this Blueprint Community and is convenient to services and shopping. Connect, Inc., a social services agency specializing in matters affecting the homeless, will co-develop and operate the facility.

Union Mission seeks to renovate a building at 218 South Maple Avenue in Greensburg to serve six chronically homeless, single adults at a time. The new program will be located on the fourth floor above the Welcome Home Shelter and Safe Harbor programs operated by Homes Build Hope, in partnership with Connect, Inc. and will offer increased opportunities for collaboration among the agencies working at the site. The proposed apartments will increase the total available permanent supportive housing units in Westmoreland County, PA. Renovations are slated to begin in March 2012.

Sussex County Habitat will construct five homes in the Georgetown Point subdivision, a middle-income neighborhood. Selling Habitat homes in this subdivision will contribute to the economic diversity of the area. One home will be used by a homeless family while another will be used by a family member with special needs. Eligible homebuyers range from 30 – 60 percent of the area median income.
As with all Habitat homes, each adult in a home buying family is required to contribute 250 hours of sweat equity building their own home or that of another family. The family will pay closing costs on an interest-free mortgage, with mortgage payments funneled back into the Habitat program.

The Greater Wheeling Coalition will rehabilitate a recently purchased building that will house 18 homeless individuals with disabilities. This community-based project targets the hard-to-house chronically homeless and represents an alternative for those clients who cannot take part in transitional housing due to long-term disability.
Focused on individuals with incomes of less than 30 percent AMI, services will be provided to clients in a more than century-old three-story property originally designed for multi-family use, making it ideally suited for a rehab project. The Greater Wheeling Coalition menu of services includes individual counseling, employability training and educational services.

Fairmont Housing Authority is pursuing an owner-occupied rehab program that targets homeowners in the small neighborhoods that border Main Street Fairmont. The area includes Maple/Ogden, Jackson Addition, and a small enclave off Spring Street.
The Housing Authority’s plan is to target eight blighted properties with modest repairs that can bring them up to code, providing increased accessibility and habitability. Many homes need roofs, windows, gutters, foundation work, electrical upgrades, new heating units and basic safety features.

This project will eliminate a brownfield site in downtown Wayne adjacent to the courthouse. In its place, a rehabbed building will provide five affordable multi-family rental units, create a community empowerment center focusing on life skills available to all Wayne County residents, and develop a permanent office for the Housing Authority of Wayne County and for Coalfield Development Corporation. The Old Dollar General project will also serve as a catalyst for further revitalization while offering job training opportunities for area unemployed.
Rental housing will be located on the upper level while the majority of ground floor space will be dedicated to the empowerment center. A smaller portion at ground level will house a cooperative artisan storefront.

The sponsor will purchase two properties at 204 and 206 Beauregard Street next door to Rea of Hope New Life Apartments. The 204 property will include four units for women in recovery from alcohol or drug addiction. The 206 facility will provide two apartments for graduates of the recovery program, allowing them when possible to be reunited with their children. This will allow the successful graduates to serve as role models, providing motivation for the new residents in the program.
Rea of Hope has maintained a waiting list for four years and has only been able to admit 28 percent of women seeking services since July 2007 due to a limited number of beds. The sponsor serves women 18 years and older in recovery from alcohol addiction, drug addiction, or both.

Phase II of this project will consists of the construction of five single-family homes on one-half of a city block. Using the time-tested Habitat model, partner families will invest sweat equity into their own and neighbors’ homes. Volunteer labor and donated supplies will help leverage construction efforts while keeping down costs. Almost Heaven Habitat recently expanded its activities into Greenbrier County, WV as the result of merging with another nonprofit.

This rehabilitation project will create 18 one-bedroom apartments for seniors and one unit for a manager. The three-story, 30,000-square-foot facility is in a community surrounded by single-family homes and offers amenities within walking distance, although a park and ride will also be located on the lower level of the site. On-site interior amenities will include a learning center, arts and crafts room, and senior citizens center. The project will increase the number of affordable units in the county for the elderly while eliminating and converting an abandoned property to more appropriate use.
