Winthrop Watson was appointed by the Board of Directors as President and Chief Executive Officer, effective January 1, 2011. Previously, he was Chief Operating Officer of FHLBank Pittsburgh, a position that he assumed in November 2009. Mr. Watson served as Managing Director at J.P. Morgan in Hong Kong from 2007-2009 after serving that company in various capacities in New York for 22 years. In Hong Kong, he served as Senior Client Executive for J.P. Morgan’s Asia Pacific central banks and sovereign wealth funds, as head of its Asia Pacific debt capital markets, and as Chairman of its Asia Pacific Investment Banking Business Evaluation Committee. Earlier, Mr. Watson was Managing Director of J.P. Morgan in New York, where he helped build the company’s investment and commercial banking franchise for U.S. government-sponsored enterprises including the FHLBanks. His background also includes several financial advisory assignments on behalf of the FHLBanks. Mr. Watson holds a B.A. from the University of Virginia and an MBA from Stanford University.
David Paulson, Chief Operating Officer, joined the Bank in March 2010 as Director, Mortgage Finance and Balance Sheet Management. He was named Managing Director of Capital Markets in 2012 and CFO in 2013. Mr. Paulson came to the Bank from National City Corporation, where he worked for 14 years in a number of capacities. Most recently, he served as Senior Vice President, Interest Rate Risk and Chief Investment Portfolio Manager. Prior to that, Mr. Paulson was a portfolio manager at Integra Financial Corporation. He holds a B.S. in Finance and an MBA, both from Duquesne University.

Sharifa A. Anderson, Chief Diversity and Inclusion Officer, joined the Bank in 2014 as an attorney in the Legal Department before transitioning to create and lead the Office of Diversity and Inclusion. Ms. Anderson provides leadership, vision, strategic direction and operational oversight of the Bank's diversity and inclusion strategy. In her role as a Bank leader and a liaison to the Board of Directors, she ensures that diversity and inclusion are embedded in all business activities, which includes increasing transparency in performance metrics and promoting a culture of shared accountability. Prior to joining the Bank, Ms. Anderson held legal and policy roles at Relman Colfax, Ballard Spahr, the U.S. Department of Housing and Urban Development and Fannie Mae. Ms. Anderson holds a JD from the University of Pennsylvania Law School, a master's degree in public policy from the Harvard Kennedy School and a bachelor's degree in Economics from Hood College. Ms. Anderson is also an alumna of the Leadership Council on Legal Diversity Fellows Program and serves as a member of the Pennsylvania Bankers Association’s Diversity, Equity and Inclusion Advisory Group.

John P. Cassidy, Chief Technology and Operations Officer, joined the Bank in 1999 and is responsible for all aspects of information technology including cyber-security. Before assuming his current role, Mr. Cassidy served the Bank in other capacities including Director of Business Solutions and IT Director. Prior to joining the Bank, Mr. Cassidy held IT leadership positions at DuPont, GMAC Mortgage, and Electronic Data Systems (EDS). In addition to a B.S. in Computer Science, Mr. Cassidy holds an MBA in Business Administration with a focus on Information Technology from the Katz Graduate School of Business at the University of Pittsburgh.

Mark Evanco, Chief Business Development and Strategy Officer, joined FHLBank Pittsburgh in 2014. In this role, he leads business development efforts and sales strategies for all member groups. Mr. Evanco has more than 35 years of banking experience, previously serving as Head and Managing Director of Taxable Fixed Income Sales for PNC Financial Services Group. Prior, he managed PNC Bank's investment, whole loans and derivatives portfolios and hedged mortgage service rights. He also chaired the Mortgage ALCO group.
Mr. Evanco holds a B.S. degree in Finance from the State University of New York at Buffalo.
Carolyn McKinney, ACC, SPHR, SHRM-SCP, is Chief Human Resources Officer with Federal Home Loan Bank of Pittsburgh, a SEC registered government sponsored enterprise. Ms. McKinney is responsible for strategic human resources leadership, including design and implementation of key initiatives in diversity and inclusion, strategic workforce planning, talent management, organizational development, compensation, benefits, HRMS and compliance. She advises the Board of Directors on executive performance management, succession planning and total rewards strategy, to name a few. Prior to joining the Bank in 2015, Ms. McKinney held senior transformational leadership human resources roles at Peoples Natural Gas LLC, Impress North America, Inc., and Leedsworld, Inc. A certified leadership coach and a certified senior HR professional, Ms. McKinney holds a Bachelor of Fine Arts degree from Carnegie Mellon University and a Master of Science degree in Human Resource Management from La Roche College. She has also served on several regional non-profit boards including Executive Women’s Council, Habitat for Humanity of Greater Pittsburgh, YMCA of Greater Pittsburgh and also on the government agency, Three Rivers Workforce Investment Board. Ms. McKinney maintains a visible local presence with professional organizations, through her keynote presentations and serving as both a moderator and panelist at conferences.

Michael Rizzo, Chief Risk Officer, is responsible for the oversight of the Bank's risk function, which includes market risk; operations and compliance risk; and credit risk to members, counterparties and structured credit. He is a member of all major committees in the Bank and is chair of the Risk Management Committee. Previously, Mr. Rizzo served as Chief Risk Officer for the U.S. residential mortgage lending unit of GMAC ResCap and Chief Credit Officer for Ally (GMAC) Bank. Previous experience includes 15 years of risk and portfolio management experience with various banks and seven years with the Office of the Comptroller of the Currency, where he was a commissioned National Bank Examiner. He holds a B.S. in Accounting from Bucknell University and also held a license as a Certified Public Accountant in Pennsylvania.
Julie Spiker, General Counsel, Corporate Secretary and Ethics Officer, oversees the Bank's legal services and board governance. She also serves as the Bank's Ethics Officer. Ms. Spiker started her FHLBank legal career in Pittsburgh, spent several years as FHLBank Des Moines' General Counsel, and then returned to FHLBank Pittsburgh. Most recently, she served as the Bank's Senior Deputy General Counsel, leading the Bank's legal team and providing advice and counsel on legal, ethics, compliance, legislative and other issues affecting the Bank. Ms. Spiker earned a bachelor's degree in English and economics from the University of Virginia and a Juris Doctorate from Duquesne University. She is a volunteer with Strong Women Strong Girls and participated as a host family for the ASSIST International Student Program. Ms. Spiker is also a member of Leadership Pittsburgh's Class XXXV.
